ranks everywhere at night
too many peoples making rank everywhere. They stand outside chip shop. they stand outside takeawy and grocery shops and if another taxi picks flag down near they horn and swear loudly. are they allow to do that to make rank everywhere they like? Some drivers not happy for ranks on west street and private cars park there all night so they say where can we go? can council do something about moving private cars from rank pleese.

A taxi driver has as much right to park legally as any other road user, the licence allows drivers to ply for hire any where within the City boundaries. If drivers are parked legally then yes they can "rank" park there. So it is again down to the common sense of the drivers, and the courtesy between drivers.
On your second point about the Council doing something about the parking of civilian vehicles, Yes the Council can but it is Parking Services that have the enforcement officers for this. They are the only officers who can issue parking tickets to illegally parked vehicles, we have asked as a section that they pay attention to the illegally parked vehicles in Designated ranks, which is usually at night. I believe that the parking officers work limited hours. therefore late night enforcement does not take place. It is maybe something that the trade need to make thier Councillors aware of.
