The owner of a stretch limousine has been fined £175 for carrying passengers to a high school prom at the racecourse on June 27 without a proper licence. On Friday, Yarmouth magistrates heard the vehicle had no markings or plates saying it was licensed.
Mark Colman, of Lapwing Close, Bradwell, was fined £175 and ordered to pay £220 costs to the council after magistrates found him guilty of being the owner of a stretch limousine without having a private hire vehicle licence.

Can licensing clear this up for us please, would this practice of such Limos as above carrying people around Sheffield on special occasions, be looked at being regulated or not yet?
