Taxi numbers

I was looking at the Hackney carriage numbers on licensing website and numbers go all the way up to 999, now correct me if I'm wrong but how does that play out when we are supposed to have only 857? Have we got a limit or haven't we

If you look at the numbers not all the numbers are used, you will find that if you count individually there are only 857 licenses issued. No Licence will be issued (unless instructed by the licensing board) unless it is to replace a number that is already allocated and that plate is returned to Licensing Section first.
